Tualatin City Councilor
Cyndy Hillier(Incumbent)
Why are you running for city councilor, and what do you bring to the table that your opponents do not?
I am Cyndy Hillier, and I am running for re-election for the Tualatin City Council. I am committed to continuing to give back to the community where I have raised my children, dedicated my career to prevention, and volunteered as a public servant. Preserving the safety, livability, and sense of community in our city are my top goals.
I am seeking a second term in office so that I can continue to advocate for policies and initiatives that ensure Tualatin has the best and brightest ideas at the table as we make important decisions about our collective future.
In my first term, I learned a lot about how our city works. I am most proud of our work supporting the Parks Bond, passed by voters in 2022, and the Climate Action Plan, adopted in 2024. In a second term, I am committed to using the skills and experience I have gained in my first term to bring the right people together to help build a stronger Tualatin for all. We have a lot to celebrate and still a lot of work to do so that everyone feels safe, heard, and part of something bigger.
What is your #1 priority, and what are you proposing we do about it?
As we look forward to the growth of the Basalt Creek area and planning for the future of our downtown core area, I will advocate for a holistic approach to long-range planning, including a close examination of codes, ordinances, and zoning to ensure they are not causing unintentional barriers or are so ambiguous that they are leaving room for unintended consequences.
My rich experience as a non-partisan public servant is as wide as it is deep. From volunteering in classrooms to running concessions at sporting events, organizing parent leadership groups to guiding city-wide budgeting, I am fully committed to continuing to give back to the community where I am proud to live, work, and play.
As vibrant as Tualatin is, I am dedicated to working on the gaps in services that exist. We have incredible opportunities for connection and learning in our library and through our parks and senior center, and yet we have a crisis of loneliness and a lack of mental health services to address.
I look forward to imagining and creating a space where all community members can come to celebrate the skills, abilities, and gifts of our residents while providing much-needed skills training for our youth and meeting spaces for the many organizations and small businesses in our community.

Danny O’Neal
Why are you running for city councilor, and what do you bring to the table that your opponents do not?
My decision to run for Tualatin City Council is driven by my lifelong dedication to public service, rooted in my 24-year career in the U.S. Navy. After discussions with my family, I realized that my leadership experience, management skills, and commitment to this community uniquely position me to contribute to Tualatin’s future.
During my military career, I gained extensive training in leadership and decision-making, including graduating from the Navy Senior Enlisted Academy. Leading diverse teams and navigating complex situations with integrity are the core of my approach. I believe these skills are crucial for a City Councilor, as they allow me to address the needs of our city and make informed, balanced decisions.
What sets me apart from my opponent is my focus on the role. Being retired with no immediate family obligations, I can dedicate my time and energy to the responsibilities of City Council. I am committed to attending all Council meetings and representing every member of our community. In contrast, my opponent’s various social commitments may divide her focus, which could affect her ability to prioritize this role.
Another distinction is my commitment to a nonpartisan, fiscally responsible approach. I will make decisions that benefit all families in Tualatin, without relying on endorsements or financial support from special interests. My sole endorsement is the vote of our citizens, underscoring my dedication to serving our community over any political or personal agenda.
While my opponent brings valuable experience in social engagement, I believe my focused leadership background and availability to serve offer a more strategic and committed approach. I want to ensure Tualatin remains a prosperous, safe, and welcoming place for everyone.
What is your #1 priority, and what are you proposing we do about it?
My top priority is addressing the growing traffic and safety challenges in our city across all forms of transportation—cars, bicycles, electric scooters, and pedestrians. We must adapt to ensure that everyone can use our streets and sidewalks safely.
The increased use of electric scooters and bicycles creates new complexities, making it crucial for public awareness and education on safe practices. Ignoring this, we risk seeing more accidents and safety concerns.
I propose the creation of a Comprehensive Education and Awareness Program:
Public Education: Partnering with law enforcement and public safety officials to develop clear, accessible educational materials. These will outline traffic laws, regulations, and best practices tailored to the needs of drivers, cyclists, scooter users, and pedestrians.
Awareness Campaigns: Launching citywide campaigns to promote road safety, leveraging social media, local news outlets, public service announcements, and partnerships with Community Involvement Organizations. This will reinforce the importance of safe and responsible behavior on our streets and sidewalks.
Community Engagement: Hosting feedback sessions, we can gather input from residents on safety concerns and discuss potential solutions. This will allow us to tailor our approach to the unique needs of neighborhoods, ensuring everyone is heard.
My goal is to foster patience, respect, and responsibility for everyone, making safety a shared priority. Together, we can create a system that supports our growing population and the well-being of every Tualatin resident.
