Opinion: City prioritizes Tree Preservation and Pedestrian Safety along Norwood Road

The Tualatin City Council and city staff are committed to preserving trees and promoting safe pedestrian infrastructure as development progresses on Norwood Road. Trees are a vital part of our community. They contribute to our wellbeing, improve air quality, and provide shade and beauty. Our aim is to preserve them whenever possible. With clear policy direction from the Council, city staff has been working closely with the developer of the property on Norwood Road to find a solution that balances environmental stewardship with the City’s long-standing transportation goals.

There are two issued land use decisions, one to create a new lot out of the Horizon property, called a Partition, and another that allows an expansion of the Horizon Church, called an Architectural Review. Those decisions are final at this point, all appeal opportunities have passed, and staff and the developer are working through the conditions of approval which means the developer is refining designs to meet code requirements. This stage of a project is typical where the land use decision is final and the applicant/developer continues working with staff to design a project that meets the conditions and codes before permits are issued.

A key focus of this stage is designing infrastructure that meets multiple needs: safe walking and biking paths, adequate right-of-way, and necessary easements for utility services. The City’s typical street design includes travel lanes, bicycle lanes, planter strips, and sidewalks. All elements that contribute to a safer and more comfortable transportation environment by providing buffers between pedestrians and traffic.

At times, the City’s goals, such as tree preservation and enhanced pedestrian safety, may appear to be at odds. However, efforts are ongoing to achieve both. We are confident that with collaboration and thoughtful planning, a solution can be reached that protects the trees while ensuring a safe and accessible environment for everyone.

As the design process moves forward, the City remains committed to transparency and community values, emphasizing that both environmental conservation and public safety will remain top priorities.
